Mat Solar Seeks IDR 3.3 Billion in Land Compensation; Defendant Offers Two Settlement Options

Jakarta – Indonesian actor Mat Solar filed a lawsuit against Idris in connection with a land dispute, alleging that his land had been taken for the construction of the Serpong–Cinere Toll Road Project.

Endang Hadrian, legal counsel for the Defendant, Idris, explained the background of the dispute. According to the Defense, the land had long been the subject of conflicting ownership claims, and the matter was therefore being resolved through civil proceedings before the Tangerang District Court.

Endang Hadrian stated that, well before 1993, Idris had transferred possession of the land to Rusli. However, no Deed of Sale and Purchase (Akta Jual Beli – AJB) or other formal conveyance document had ever been executed. The land was subsequently transferred by Rusli to Mat Solar, after which the government acquired the property as part of the toll road development project.

The Defense further maintained that Idris had never sold the land to Mat Solar. According to the Defendant, the land ownership documents had merely been entrusted to Rusli, and no legally valid sale and purchase transaction had ever taken place between Idris and Rusli.

Because ownership of the land remained disputed, the compensation for the toll road land acquisition was deposited with the Tangerang District Court through a court consignment (konsinyasi) mechanism. Mat Solar claimed entitlement to compensation amounting to IDR 3.3 billion.

As the registered title remained in the name of Simanganing, and Idris was recognized as one of the heirs, the compensation funds were deposited with the court pending a determination of the lawful owner.

The Defense proposed two lawful mechanisms for resolving the dispute: (i) the release of the compensation funds pursuant to a final and binding court judgment, or (ii) an amicable settlement between the competing claimants to determine the rightful owner of the property.

The initial hearing was postponed due to incomplete administrative documentation submitted by the Plaintiff. According to the Defense, the government treated the matter as a disputed ownership case and therefore deposited the compensation funds with the court until the ownership issue could be resolved through either judicial determination or settlement between the parties.
