Abstract

Electricity is an essential resource that supports almost every aspect of modern daily life. In Indonesia, the provision of electricity as a public utility is primarily carried out by the State Electricity Company (Perusahaan Listrik Negara – PLN). The legal relationship between electricity providers and consumers should be governed by the principle of good faith in the performance of their respective rights and obligations.

Nevertheless, violations committed by electricity consumers continue to occur. Such unlawful acts may result in financial losses to the electricity provider. This study therefore examines compensation as a form of consumer liability arising from unlawful conduct that causes damage to PLN.

The research employs a normative legal research method using a case approach. The theoretical framework is based on the doctrine of consumer responsibility for unlawful acts that result in losses due to the consumer's own misconduct.

The findings of this study seek to formulate legal principles governing compensation as the responsibility of electricity consumers whose unlawful acts cause losses to the State Electricity Company.
